Name: Request for General Counsel Services – Public Finance Authority

The Public Finance Authority seeks a law firm to act as General Counsel consistent with the scope of work set forth in this Request for Proposals (“RFP”).
 
BACKGROUND
 
WCA Services, Inc., acting under contract with the Wisconsin Counties Association, the League of Wisconsin Municipalities, the National Association of Counties and the National League of Cities (collectively “Sponsors”), is in the process of organizing a conduit bond issuing authority known as the Public Finance Authority (“PFA”).  PFA is authorized by recently enacted 2009 Wis. Act 205, codified as Wis. Stat. § 66.0304.  PFA’s purpose is to enable local government and eligible private entities access to low-cost, tax-exempt financing for projects that provide a public benefit in local communities throughout Wisconsin and the country.
 
It is anticipated that the PFA Board will meet twice per month at its offices in Madison, Wisconsin.
